The best affordable scanner

What is it?

I bought a Radio Shack 2051 a few months back. I'm not happy with it. Indiana is now all APCO digital, so it's obsolete. I've got plenty of Scanners that can scan all the other bands. I need something digital. Whats the most affordable? I'm trying to offload three of my scanners so I can have one that does it all, VHF, Lo-Band, UHF, and analog/digital 800. It can be handheld or base/mobile, but it needs to be inexpensive, which, may be impossible.

try the pro 2096 or the uniden bct 396. there's a few more but that's all i can think of. I too am displeased with the 2051. i will be replacing it in my vehicle with a 2055 or reinstalling the 95 and using the 2051 as a search scanner only

I forgot to add it needs alpha tagging. I would love an affordable unit compact enough to fit in my custom built console.
