I believe all monitors here know that HF primary&secondary frequencies for an MWNRA area is different at day and night. The question is how does a radio operator decide to change frequencies?I found that (may be it's not true) there is no obvious pattern. For example, 11330 usually is the primary frequency for the NP(tokyo) at day, and 5628 for the night, but many times 8951 or 13273 will be assigned as the primary at day by the radio operator and 8951 sometime could also be the primary at night. Such changes of primary frequencies could happen several times during a day. Any one knows why does radio operator change the primary frequencies so often? and how do thet decide to change?
