Thinking About Submitting a TRBO IP Site Connect System

I am considering submitting a system (WQYL266 (BRYAN, CITY OF - UTILITIES) FCC Callsign Details). How would I submit this? From what I've learned about these types of systems, it's not exactly a trunked system but it's not exactly a conventional system, either. I've identified the color codes/slot numbers for a few of the frequencies, as well as some talkgroups.
