It appears most in Mahoning Co is analog except the MARCS system which in my area has a lot of activity. Here is the link to the Database for your county http://www.radioreference.com/apps/db/?ctid=2089
Of course you will need a Digital scanner for the MARCS.
I think the 996 is worth the money (fine radio) they ask but whether it is worth it to you that is up to you. You can scroll through the talk groups of the MARCS and see what use's the system in your area. Of course if you are interested in listening to OSP then you need to monitor MARCS system.
If you like listening to mainly the Highway Patrol, then a digital scanner would be a good choice. I live in Portage County and listen to Trumbull and Mahoning County. Most of the action there is on analog (same as in Portage County). I like hearing the Hwy Patrol so I have a PRO-96. If you do decide to go digital, take a look at the PSR-500. It seems to be the favorite of many digital scanner owners. There are lots of reviews on this web page too.
