a single person dispatch center can't effectively give EMD instructions and dispatch, or if another 911 were to ring, etc.

Its common where a PD or fire unit will call dispatch and be told to wait a second because the dispatcher is on 911. They may be capable of EMD, but they don't do it in practice.

So you have a dispatch center that makes false calls to show they are more efficient then they are or you have a dispatch center that does not follow the law and provide EMD, thereby not prioritizing calls and not giving informed prearrival medical advice that could save a life.
Single person dispatch centers should not be allowed in a 911 PSAP, but the state choses to allow it.
