Thunder Bay Fire Dept.(TBFD) whats up?

I noticed just recently that the TBFD dispatch sounds like they are dispatching calls off a handheld. Lots of noise and no fire tone, I was wondering if they are upgrading to a new radio system? if so What are they upgrading to? P25?
