For those wanting to know what affects P25 reception see the article in the April 2014 issue of Mission Critical Communication magazine. The article titled "How Time Delay Interference Affects P25 Coverage" describes how simulcast signals sent from different sites can be distorted because of the time delay in reaching the radio receiver. The article also indicates that going from Phase 1 to phase 2 can distort the signals even more. The article does a good job of explaining the issues in layman's terms.

TDI is an issue with any simulcast system (yes even analog conventional) that must be engineered. Part of the impact with P25 is that Linear Simulcast Modulation as part of the standard is supposed to allow timing to be less precise as it is designed to overcome TDI.
