It's going to be a very long time....years, not months. The county just applied for and was granted extended implementation (aka slow growth), meaning they have until 2026 to get the sites constructed.

The time line on this is not years. It is months. The current radio system just isn't up to par and I believe this is a major focus as of current.

I was made aware of a facebook page for the Emergency Services and they are posting updates. It looks like the dispatch system is being shipped, and they have already received a bunch of equipment. Now its just waiting for all deliveries and installation.

Correct, they went out to staging, which is one of the initial steps in the process. There is a very long road ahead, and in some respect that is the easiest part. The hard part comes next, which is to actually acquire the sites to build on, constructing shelters and towers (if necessary) at those sites, etc. It's super easy to sketch it all out on paper, but inevitably roadblocks pop up at every turn. These timelines often prove to be optimistic, and there are no shortage of trunked systems in NYS alone that have been built out over the past decade that reflect that reality.

Years, not months.
