Kenwood does not make a repeater using mobile radios.
Some small shops, hobbyists and hams will make one out of two mobiles.
Usually not an ideal repeater setup, but it works fine for some people.
While the radios may be in good cosmetic shape, I'd be concerned about how well they were treated. High heat can damage LCD screens. Overheating from running TX too long at high power can cause issues. (it's common for knowledgeable people to crank down the power when using these as repeaters.)
If it was used as the receiver only, it might be in good shape.
Also, there are instances where a mobile radio is used in an external enclosure for things like data collection, system controls, etc.
