Tom Units in Tulsa. Who are they?

There are quite a few Tom units using TPD 8 H (31600) tonight. They are also on TPD 8 I (31504). They seem to be up around 66th st. north, but I also heard a prisoner get on one of the radios in a car and transmit "Breaker 19, they might need a helicopter, and they are at the bar making a lot of arrests, they need some more cars". A dispatcher came on the radio and said "An officers' prisoner is on the radio". (Don't know where the bar he is talking about is.) Anybody know who they are? This is supposed to be (according to the RR Database) Tulsa Police South but they are both way north.

Also, the units using 8H & 8I all have designators starting with 7 such as 701, 707 etc.

Relax Richard...It's just TPD's recruits and caddets practicing on the radio no big deal. In fact a little anoying....

Tom is training units.......recruits. They must be getting ready to graduate since the next class starts in January. Though they could have been reserves caus almost all there training is at night.
