Sorry for such a dumb question, but I'm new to this. When I see a tone code like N117, N317, N827, etc., does that mean it's encrypted and I won't be able to receive it on my Baofeng BF-F8?

Does that mean a fire or police dept could be using digital but not necessarily a NAC controlled one? Is there any way to tell from a chart listing if a dept is digital, other than when it has a NAC code?

There are several forms of digital communications that use information other than the NAC. A NAC is for P25, a color code (CC) is DMR, a RAN is nexedge, there are also motorola Type systems that may or may not be digital. Basically, under the MODE column of the listing if it doesn't say FM or NFM your Baofeng BF-F8 can not receive it. In your city the Fire/EMS and county sheriff (who dispatches your city/county police) are both P25.

Short Answer NH PD/FD are either Analog [PL/DPL] or P25 [using a NAC]

Now P25 does not = P25 Enc, but some could be using ENC
