Tone-Out not scanning all frequencies

Tonight I decided to setup my BCT-15 with Tone-Outs. I have it all programmed correctly but it will not scan all my channels. I set the radio to Tone-Out Standby and it only scans the first 5 channels which use 158.9250. If I turn the knob, I see the other channels listed. If I move the knob to the channels that use 154.8600, then it will only listen to those. I thought TO was suppose to listen to all the channels I have programmed? Am I missing something?

To clarify - it will search for all tones on the frequency you have it set on.

To further clarify:

It will search for all programmed tones as long as the Frequency, Modulation and Attenuator settings are the same. In the pictured screenshot if you select any of the first 5 "channels" (158.925) the BC-15 will activate on any of the 5 tone sets.

In order to hear tones on 154.860 then you would select one of those tone sets. The radio will then monitor 154.86 for tone activities and if one of your programmed tones is heard the radio will activate.

You can only monitor 1 frequency at a time in Tone Out mode.
