when doing a discovery on Mesa PD after a couple of calls where switched to hot my scanner was hitting on TGs in the 28xx range.. No 28xx are listed in DB.
2891... Possibly Gilbert PD channel 2, info. Not verified yet. But it does seem out of order. I have verified Gilbert PD channel 6, car to car/talkaround is talkgroup 3143 (encrypted). Still trying to verify other TG's.
