Well it looks like a good system and it has been well planned. It looks like a well balanced approach to Encryption as the LT. of the Sheriffs Dept noted in the plans that only high sensitive transmissions will be Encrypted. Its nice to have the decision makers look at both sides of the fences instead of being blinded to what is best for the community.

Good question. Dozens of us have been asking the same thing for the better part of two decades now.

Yes analog does penetrate better. Thats why a decade ago the majority of fire departments and police that went to a trunking system on the 800 band the police went to digital to enable encryption and the fire departments stayed on the analog side of the trunk system to have better penetration.

Now with all of these digital trunking systems now you just have to have more towers to solve these issues
