Does anyone know why Toronto fire use 16 dispatch talkgroups? Are you saying they are going to have more than 5 calls to dispatch in one minute?

perhaps they have so many for 4 dispatch channels per area?
(area = North, South, East, West)
(area = North, South, East, West)
Why not? Talkgroups are cheap.
