Toronto P25 Q

I've programmed the smartnet and p25. All EMS my 800 picks up most of the time Digitally with hardly no chop from the simulcast. My main question is I can only seem to pick up Fire on the smartnet and very RARELY on p25 for the time being is this normal?

Toronto Fire hasn't migrated to the P25 system. You can hear dispatches and the oddball transmission on the TAC channels, but it's not migrated yet.

seems normal to me.unfortunately for me and my location at work,i can only receive analogue comms off of the east tower and digital comms are off the north tower.cant get a sniff of the south and west towers.
