The numbers there are listed in dec format and hex format (1072, 043).

I have a pro-43. Can I listen to these? and how would I enter these numbers into my scanner?

That's a non-trunking scanner , so the talkgroup entering is out of the question. But, you may want to program 38 of the 42 frequencies listed.
Ignore the four primary control channels, your scanner will lock up on those frequencies.
By entering the freq's conventionally, you'll catch snippets of calls and have a vague idea of what is going on, which may suffice for the time being.
Have you considered buying a trunktracker ?

Ok, so what are those freqs. for?

Just plug them in the radio and you'll hear everything you wanna hear. The system is a trunking system, meaning each conversation on each given talkgroup skips frequencies when looking for an open one to communicate on.

If you don't have a trunking scanner you won't be able to follow the conversations. Plain and simple.

Im using those freqs. and its working good enough for me.

So far, someone was about to jump off a bridge, death threat via cell phone, and someone was being beat by 10 people with baseball bats.
