No. Not the Police Service. They are encrypted except for the Queen's Park Patrol.
For the rest of Public Safety in the city you will hear a robotic female voice dispatch Fire calls and units on scene. EMS can be heard communicating with EMS HQ.
The OPP (provincial police) can be heard on the 396T. They patrol the expressways within and surrounding Toronto.
