Found the following press release



Westchester County will take over dispatching for the Town of Ossining Police Department beginning at 10 am on Wednesday, November 17, Town Supervisor Catherine Borgia announced today. This is a first step in the transition to the Town’s anticipated agreement with Westchester County for the provision of police services in the year 2011.

The Town of Ossining Police will continue to operate as an independent agency during the contract negotiation.

Similar to all Westchester municipalities, the Town of Ossining has an existing Mutual Aid and Rapid Response IMA with the Westchester County Department of Public Safety to handle operational procedures requested by individual municipalities. The arrangement to handle dispatching falls under the terms of that existing agreement.

Police patrol, detective, and administrative staff levels will not be impacted. The Town Police will use this transition time to provide transition training to officers who would have otherwise been assigned to desk duties. An outdoor emergency telephone box has been installed on the exterior of the Town Police Headquarters on North State Road, and will ring into 911 at Westchester County Police Headquarters during times when the front desk is not staffed. Calls to the Town’s administrative line (914-762-6007) will be forwarded to the County office and will be answered by highly qualified/trained Westchester County Police dispatchers and relayed to Town officers.

“There will be no change in the service level of policing to residents,” commented Ossining Town Police Chief Mark Busche, “Town officers will still be patrolling at the same level as before. Police 911 calls will be answered by Westchester county and Town Police will be dispatched as before. Fire and EMS 911 calls will be forwarded to the appropriate Village emergency service by clicking the ‘Fire’ or ‘EMS’ button on the 911 console.”

Town Supervisor Catherine Borgia commented, “This is an important first step in our process of securing the contract for police services with Westchester County. It allows Town of Ossining officers time to transition during our contract negotiation period. Most importantly, it provides a transition time for Town residents to become used to new protocols while at the same time maintaining the high level of police services Town residents expect and deserve.”


Interesting. Now does this mean that Town of Ossining is operating on the County Frequency and if yes, what unit IDs are they using?

The unit ID's for Town Of Ossining / County Police are 13 Adam & 13 Baker on 155.310 mhz.

Monitored the two cars yesterday responding to calls for service and vehicle stops on Route 9a.

I also heard them agree. I assume if they have a 3rd or 4th it will be Charlie and David, but I think the contract with the county only requires two dedicated units. So once the merger is complete there will only be A & B units.

Got more info,,, the number 13 comes from the Hot line designation for Town of Ossining "Station 13".

also the Detective radio designations are - 13 GIU = General Investigation Unit. " 13 GIU -1 & 13 GIU 2"
This is probably the School Resource Officer and the investigation detective. Westchester County PD is one of the most professional sounding departments on the radio in this area. IMO

Good info about Station 13. I suspected something like that but was unsure.

Now that begs a whole new question.

What is the hotline? You hear it mentioned all the time in this county, but I never stopped to think about how it was actually transmitted. I assumed it was some type of data transmission from one dispatch console to another.

Also, I have attempted to get complete county post numbers without success. Any one have those?

The hotline is a freq that is used for alerts to be broadcasted. All Departments listen to it and will hear requests for help or APB's and stuff.

Just an FYI, the Town of Ossining PD, from what I have seen in the FCC database, was never licensed for use of any of the freq's they were using. Briarcliff Manor has a license for 155.865MHz, but Ossining Town never did, even for their new HQ location.

A search of the FCC database shows no licenses for the Town of Ossining.

Westchester County "Hotline" is "F-3" (155.55) and conducts a roll call of stations by number Sunday 10AM.

Thanks for the info on the hotline. I didn't think it was a radio frequency.

Also, as the poster mentioned above. Ossining never had a frequency assigned to the police. At one time Ossining Town and Village and Briarcliff all operated on 155.865 with the town being dispatched by the village and Briarcliff self dispatching.

Then Ossining moved to 154.115 with the town still dispatching for them, Briarcliff remained on 155.865. Then the town began "dispatching" on 154.115 but only non-emergency comms as the village was still the PSAP. Then when the town built a $3M HQ and became its own PSAP, they moved back to 155.865.

Now the county is the PSAP and the town is dispatched on 155.310. Soon the PD will be absorbed by the county.

Now I am sure in a few years the will form a new police department with its own trunked radio system. They just can't seem to make up their minds what to do with the town policing.

I was being sarcastic. Five years ago the Town of Ossining built a $3M police station, now they are disbanding. We all knew that a police HQ of that size was overkill for the 5000 resisdents served, but it was the gravy days and everyone was spending like mad. Now that the economy is tight they worked a deal with the county to save all their jobs.

I am sure once the good times are back, they will move to be an independent department again. The trunked radio system part was a joke given their past history of going crazy with the HQ building. :)
