Towns of Crawford and Shawangunk

Both of these towns have only one frequency in there LTR system. Can I program them both in one bank in my pro-97 and pro-2055 and still have them trunk? I know it says one trunk system per bank but with one frequency I though there was a way around this. Thanks for any help?........Ray
