Traffic on State EM Freq

I've had my HT on the state EM VHF freq, 155.235 MHz, due to the winter wx we've been having, and it woke me up in the early hours of this morning, with what sounded like traffic crossbanded from the state TRS, SEMA 3. But it sounded more like an ambulance or something being given driving directions. I couldn't understand much of what was being said, but it was referring to units like 67A, and going on 6th to somewhere, to somewhere else. The audio was muddy, and I was half-asleep. Any of this sound familiar? Just wondering what/who I heard.

Heard something similar just before supper tonight. Sounded like somebody getting directions to St. Francis. I think they were on the BA getting off at Memorial, going to 51st, then south on Hudson. I did not hear any designators though.
