it's a Type 2 UHF Motorola Trunk System.
same frequencies, but showing a sys id of 8a17h
those frequencies for Tri County Communications in Webb County, TX are:
461.4250
463.5000
463.5750
464.1250
464.4000
464.4500
464.9000
need to work out some calculation for the BASE and OFFSET (in other words, my lazy butt hasn't put pencil to paper yet).
should be a matter of doing the following:

OFFSET (in kHz)= 1000* ((F1-F2)/(DEC1-DEC2))
if you then convert OFFSET to MHz (divide by 1000 of course)
BASE = F1-((DEC1-380)*OFFSET (in MHz))
here's some Hex values for known trunker UHF freqs that might help complete a table. honestly don't know if this would work for the 464.4000 cc in question down in Webb County...
