Trouble picking up a trunked system - Pro 106

Just bought the Pro 106 and have it programmed thru the Butel software. It will pick up the county trunked system but cannot pick up the city trunked system, more importantly the fire dept channels. Police is encrypted but fire is not and still analog. I have no idea what else to do. Have a telescoping antenna and an outdoor antenna. Both cannot pick up the signal. I know it's possible to pick up because someone is broadcasting the channels thru RR. And it's not a tower distance issue either as I only live about 3 miles outside of the city.

Please delete this thread. I reported it to be moved to the Alabama forum, but not the incidents forum as this is a scanner question. Tried reporting it twice more since the move to no avail.
