trouble programming OPP and RCMP freqs

I have a PRO-94. I just programmed the Toronto Police freqs into it. I tried using the same directions to program the Opp and Rcmp freqs but it wont allow it. How do I unlock certain channels? I tried following the instruction manual but it wont unlock the channel I desire, any ideas?? Also, when I try to program certain freqs, such as 141.3000, it wont give me enough digit places to do so even though I know it is a correct frequency and I have selected the correct system type???? And when I enter certain frequencys, such as 421.51250, it says error, even though it is a correct frequecy and I am trying to program it into the correct system type...........Any ideas are appreciated!!!!!!!!!!!
