HP-2: trouble receiving local channel

First off to warn everyone, I am brand new to this. I just got my HP-2 yesterday and I am wanting to scan all channels for my county and city. I am able to get everything except my city. I was using a phone app prior to this and I was able to listen to either the county sheriff or the city but not both at the same time.

Looks like quite a bit of terrain (https://www.radioreference.com/apps/db/?action=locPop&scid=32177). Do you have a line-of-sight to the Weiser antenna (northernmost stickpin at https://www.radioreference.com/apps/db/?fccCallsign=WJZ97)?

I have a perfect line of sight to the western most antenna. I don't believe its a reception issue just because the county and the city police are dispatched from the same office, could it just be a different frequency?
