Trouble receiving Prestonsburg, KY PD on 155.730

I am having trouble receiving Prestonsburg Police Department, Prestonsburg, KY, frequency 155.730. I use FreeScan and see that there are two entries for the same frequency. The differences are one has None in the tone entry and Digital in the Audio type. The other entry has 118.8Hz in the Tone entry and Analog in the Audio Type. The entry with the Digital Only entry seems like it tries to broadcast but just can’t seem to lock in. The other entry sounds like the squelch is on too much. Any suggestions? I am using a BCD996P2.

If you look at the digital frequency with the 855 NAC, the mode column says P25E. The capital E means that it is fully encrypted and you will not be able to receive it on any scanner. You will be able to receive the one with the 118.8 PL if they still use it.
