Trouble with receiving AWINS or programing

I am having problems receiving a project 25 phase 1 system. In my state it is known as AWINS. May be my attempt at programing or my stupidity, anyway looking for someone to help Please.. I have a WS1065 and using the units antenna for time being. Any help would be appreciated.

What sort of trouble do you seem to be having? Your post is vague at best. Also, you may try to have this thread moved to the Arkansas forum, as someone there would be more familiar with the ins and outs of that system than, say, a group of people spread out all over the nation.
