Trunk mount, 4ft whip on Stanly County Sheriff Charger

In Richfield yesterday, saw a tunk mount, approx 4ft+/- whip on Stanly County Sheriff Charger patrol car. I think this has come up before, but I can't seem to find it again or remember getting much in the way of an answer to "whazzat fer?"
