Trunked Systems being moved

Anyone know why all the trunked systems are being moved to the bottom of each county? Where I am in Ohio I would said 90% of the users used trunked and now they are not at the top even the Counties where everyone in the county is on the system

A lot of Counties have mostly businesses systems cluttering up the list. For public safety systems a DB Admin should either make a system Highlighted or they can attach it to an individual Category (Like for "Generic City, City of" / "Public Safety").
