Wheeling already had an 800 system-went from type I to a IIi. They are licensed for extra frequencies that would work with Belmont County OH's 800 P-16 system. They have enough cross-river police traffic, and all trauma and cardiac patients mostly go across the river to Wheeling; the hospitals have the analog radios on Belmont' s system anyway. Besides, the Northern Panhandle always has to be difficult with the rest of the state, right?
