Trunking Help In San Bernardino, CA

I just bought and had programmed a Mts-2000(Flashport) 800MHZ radio and it has Smartnet Type II trunking. For some odd reason it will only hit the repeater every other time I transmit. I think that it is a programming problem, since when I purchased the radio and gave it to my dept, they said that the radio shop had to replace the entire main computer unit with a new one prior to programing it. If I give it back to the radio shop I will be out of a radio for 1-3 months, so any help would be appreciated.
