Trunking System Codes?

Long time lurker, first time poster.
I have been doing research for a few months on different scanners to buy my father and finally opted to pull the trigger on the Radio Shack Pro-106. Here's the problem....my father stays here in Tucson during the winter and then goes back to the Houston area during the summer to be with other family members. The police department in the area where he lives in Houston has a trunked system but here in Tucson the police frequencies are just conventional. He's had a conventional scanner in the past and understands how to set up conventional frequencies but now I am trying to teach him how to set up his scanner with a trunked system. So I found that the prison complex south of Tucson has a trunked system and I got excited because I was going to be able to show him how to set up the trunked system and then how to set up the talkgroups. I went over to his place and showed him how to set up his scanner with the trunked systems/talk groups. After entering all the frequencies listed here in the database and then setting up the talk group ID's we found that we got no communication on the scanner from any of the talk groups. I thought three things here; either it is a very quiet day at the prison or I missed a setting on the scanner during programming or there was something wrong with the scanner. The database here does not say the prison system is encrypted so I can't understand why we can't pick up any communication from the facility. We took the scanner back to Radio Shack and talked with a gentleman that ultimately made some phone calls to some people he knows and came back to us with "even though the scanner is programmed properly it was a good chance that the prison has codes that need to be entered in order to listen to their communication." So now I am at a crossroads. I do not want to send him back to Houston with this scanner without the understanding of how to program this unit and I sure don't want to keep this unit if there is a chance he will get back there only to find out that he needs a "code" in order to listen to his local police department. I have thirty days to return this unit to Radio Shack to get my money back and I really don't know what to do. Part of me wants to take the chance and when he gets back to the Houston area let him take the chance that it will work but part of me wants to take this unit back and get back my $300 and just get him a conventional scanner for $100. I was not aware that a trunked system that was not encrypted needed a code. Is this a fact? And if so, is it safe to say that its a 50/50 shot that one will be able to listen to a trunked system even if you know the trunk system frequencies and the group ID's? Or prayerfully.....I am just missing a setting and can somehow show him that it works right here in Tucson by picking up the prison communication and then get him to understand what he needs to do when he gets back to the Houston area. This is the trunked system that I have input into the scanner for the prison:

Federal Correctional Complex Tucson Trunking System, Tucson, Arizona - Scanner Frequencies

This complex is within one mile of his place and can be physically seen from his neighborhood from the right vantage point. Any help understanding what I should do or what I am missing would be greatly appreciated. Thank you in advance......

Check the custom trunking table listed on the system you have linked to. You may need to enter this information into the scanner as well. are you programming by hand or with software and what kind of software?

Definitely would need the custom tables.

Win500 imports it as a MOT Vhf/Uhf system, and with the custom table.

Besides the tables for the Tucson system you indicate, one note for when your father returns to the Houston area-
(Just wanted to give you a heads up, since you indicate he'll go back there in the summer.)
Depending on when he left Houston to come out for his visit, there have been a number of changes (rebanding in progress) on the TxWARN analog system. Be sure that if you're helping him set that up, you get the new frequencies and also set the sites for custom/rebanded tables. The TxWARN P25 (digital) system is also undergoing the same rebanding updates, but for that system only the correct frequencies would be needed. The scanner will get whatever table information is required from the control channel.

I suggest your dad sign up to the HoustonScan Yahoo group. They're very well organized and provide a great complement to the RR database.

Houston Scanning

I have an entire working memory set up for Houston, Texas on my GRE PSR 500. Like they said, various trunking systems have recently undergone re-banding. There are so many trunking systems in the Houston Metroplex. If all else fails, Houston PD is rather easy to program.

What part of town are you referring to in Houston?

I am programming this scanner by hand. I did have the trunked system set on Motorola 800/900 so I have changed that to the Motorola VHF/UHF type. I have also gone into the TSYS frequencies and input the 406.0000 frequency that is listed in the custom frequency table to accompany the 5 frequencies listed in the system frequency chart. But I am still getting nothing. Could it be that I need a "code" for this trunked system even though it is not encrypted? Or should I forget that idea and move on to other solutions? I will most definetly get my father lined up with the Yahoo user group for the Houston area before he leaves so he can have that to lean on while away from my help. I really do appreciate the input to my issue as anything is better than what I can come up with. I really need to get this scanner to pick up a trunked system to show my father that I indeed know what it is that I am showing him is good information so when he gets back to the Houston area he will at least know enough to be nervous about how to program it the way he needs it but also be able to provide him with the confidence to know that it can be done. Once I can get him to hear one whisper on the scanner from a trunked system he will ready to go. One other thing that I have failed to mention but I am not sure if it is relevant to my problem is that when I am tuned to a conventional frequency and turn the squelch down it will give me the static as it should but when I am tuned to the trunked system that I have programmed for the prison out here and turn the squelch down it never gives me audible static. It does however give the the bold letter "S" and full signal bars, most of the time, and the bold "T" flashes constantly as well. Also, someone asked and my father will be heading back to the Pasadena area of H-Town when he goes back. Thank you all again for any help you may provide......

No. 406.0 is not a system frequency. You need to enter the system's entire bandplan - base, spacing and offset. I'm sure the owner's manual explains how to do this.
