Trunking?

I tried to get ill state police by way of starcom 25 i think it may be a trunking thing but dont know how it works the regular codes i can hear dipatch /dist 13/ but not even the local unit talk back so i set in starcom codes and hear intelligent keys but no voices can any1 pls explain and possibly help sorry on a cell phone

Can you advise which scanner your using? I live on the east side of Illinois north of I 64 and I would be willing to help you sort out your problem. I've programmed Uniden 996XT and 396XT plus Radio Shack Pro series trunk tracking scanners.

Did you use soft ware to program your scanner or have you manually programmed your scanner?
