Are the DMR and TRBO already pre programmed on the TRX 1 scanner or would I have to add those freq for the Halifax area ?

I don't have one. However, the TRX-1 and the 536 both use the RR database, I believe you have to use EZ-scan software to initially program the memory card in the scanner. After that the info should be in the scanner. On YouTube K4DPS has several videos on programing a 1095 using the database. I know these are different models but both use the same database. Although the buttons maybe different accessing the menu should be similar.
