Everything in the database must be user submitted and verified - it cannot just be drawn from FCC data. So they may have a license but, no ones ever verified the use of the frequencies and submitted it.

  • Do not submit unidentified information. The RadioReference.com administration team prides itself on the accuracy of the database. Submissions with unidentified information will be rejected and not posted.
  • Do not submit data drawn directly from the FCC database or other sources. You must first personally verify that it is in use and the type of use before submitting the information.

You can see the submission guidelines here:

Because that is from the FCC Database and there has been NO RRDB submission to include a PL/DPL/NAC etc, based on actual Over-the-Air confirmations that it is really in-use

This is what you showed us, it is from the FCC data in RR, you can manually program it, with the info found here, and when you have the required information NAC/PL/DPL/Usage/etc you can submit it to the RR database.

This is from the RR database, which is where Sentinel and Proscan pull data from

Two Way Radio Service provides radio service to multiple agencies and businesses in the area. Some of these are included in the RRDB under the user agency rather than under the licensee - Two Way Radio. Here is an example:

Radioreference database:

You can try cross-referencing the callsigns and frequencies shown in the FCC database with the county pages in the RR database to identify some of these.
