Deciphering what you want can be quite a challenge at times. I usually scrolled through the database listing in the web browser first, making a note of what I want, then go into the software to check boxes. (One reason I like my PRO-197/106 so much more, its memory layout is different so I can just dump the entire state system in with room to spare!)
After you enter your RR username/password in the software, you just need to click through the selection boxes to pick the system / agency you want. One caveat with the state system is that there are so doggone many TGIDs you will have to select the ones you want since the scanner is limited on how many it holds. You can have five sets of 30 TGIDs.
And I don't remember if that's 150 *per bank*, or 150 *total*. (My example below only has a single-bank trunking system.) If it's *per bank*, then you could program the same control channels into multiple banks, then have different TGIDs in each bank to give more room. I just don't remember... Been so long since I programmed that scanner!
You don't *have* to have a TGID in the scanner to hear it, you can opt to run in "open" mode in which case you'll hear any and all traffic on the system. If the active TGID is programmed, you see the name entered for it. Otherwise you just see the TGID number. But that can be a pain - there can be a LOT of users on the system that you may not care to hear. If you run in "closed" mode, only TGIDs you program in will be heard.
You also have to select the frequencies for the trunking system - you only need the control frequencies. Further, if you will only ever be in one place you can just add the control frequencies for the site you are in. If you think you will use it mobile / in other areas, you can program all the control frequencies, and the scanner will automatically switch between sites as needed.
If you want to add some conventional frequencies, that's a lot easier. Select them the same way, clicking through the selection boxes, but there usually aren't nearly so many to choose from and a LOT more room in the scanner for frequency entries in each bank.

I've attached a copy of an old config I had in my PRO-164, you should be able to open it up, perhaps it'll give you an idea what needs to happen. The state trunking system is in bank 9, although the TGIDs are OKC metro stuff so not a lot of use in Tulsa. The Alpha Tags I gave the control channel freqs are hand done, not from the database. The other banks have various conventional frequencies in them (and a couple empties).
