In any case you don't need big bux for a fancy schmancy meter when any old cheepo HF meter will do, all you're trying to do is get the least reflected power as practical, the exact numbers are fairly unimportant unless they're in the red zone.
As for a 1:1 ratio, such is impossible without supercooling and that requires a constant flow of liquid nitrogen. Yeah I'm being facetious, there is always some reflected power even if it is too low for the meter to read. Maybe that's why the (incorrect) answer is sometimes "tune for 1:1"?
