As the TGs are unidentifiable due to encryption, it seems any submission would not meet RRDB requirements.

Unfortunately Atlantic City is missing a lot of data.
Here in Southern New England, we have six that I can think of off the top of my head. (Plainridge, MGM Springfield, Wynn, Foxwoods, Mohegan, and Twin River.). Only 1 (Wynn) is ENC.

That's a generic message that pops up automatically when no talkgroups have been added. It's not a request to start submitting talkgroups that don't meet RR guidelines, which I've posted in response to NF2G's comment.And yet there are many systems in the database without tg's. They even ask for people to help identify and submit them.
