Is this a possible 800 mhz Turris Digital system? TAFL Search Results

I found it when I was searching out frequencies on this system. Action RF (Ottawa) Trunking System, Ottawa, Ontario - Scanner Frequencies

These ones couldn't be found, they were all saying Telus out of Toronto

This morning I did some monitoring of these Frequencies and found the following.
860.2375 I am getting coms of some kind of security(as in camera monitor-mobile gate operator) operation on this and it sounds conventional to me.
861.7375 I am picking up bursts and CAP with CC=4 and Slot 1 also it shows 861.7375/1 &/2 No tower or site information though
