Two Frequencies For 1 LCN & A LCN Of 99?

I thought that LTR Trunked Radio Systems could NOT go as high as 99, is this something new?
Also how does one program in a LCN of 99?

The LCN of 99 indicates that the actual channel number is unknown. From what I've been able to monitor on these two, they appear to be overflow channels. The admin who put them in (I submitted them) decided to list them as LCN 99 instead of unknown LCN for some reason.

2 chan ltr syst in cent cty

the last 2 freqs listed as 99 are not part of that 11ch ltr syst in roxboro
they are a seperate 2 ch syst in center city on which there is a ukn auto parts deliv co and creasant cabs
with the 150 ltr radios they also still have many on the uhf t band freq which the base simicasts on both
