Im in the setx area, and i keep hearing over public safety radio that "TXDOT has been notified" for various things. But i have them programmed into my scanner but nother had ever came through? Any reason why?

Have you checked local trunk systems? Down here in the valley they are using a local trunk system. They were using P25 vhf frequencies and then switch to trunk.

Check the FCC licenses in your area. Whatever is listed in the db could be wrong.
If they are not on a trunked system in your area then they might be P25 or DMR digital.
The db could show analog with a PL. If you programmed it with PL then you won't hear anything and won't know if they are only using P25 or DMR.

I will have to do that, i just programmed our region on the txdot area from this link Department of Transportation (Texas) Scanner Frequencies and Radio Frequency Reference
