Is this system used only for emergencies? Since moving here three weeks ago I have tried logging any activity on my Pro Scan Program, I noticed a ID that pops up 15306 out from Beaverton site then it disappears like it was encrypted, but no more activity after that. I am wondering if it has a Custom band plan to make it work. Or could it be a Phase II TDMA type transmissions? Any advice from anybody would be helpful. Thanks!

Pretty much everything is encrypted on there. The only thing I've ever heard in the clear was FPS, and that was only a few times.
The system is actually quite active, but it depends on what site you are monitoring. The system is not set up to be a simulcast system, so you are only going to hear activity on the nearest site if there is a radio affiliated to that site.
I can hear 4 or 5 sites well over on the west side, and I do get activity almost all the time, but it is pretty much all encrypted.
