What are the consistently used UHF freqs in the Hartsfield/Atlanta area? 317.7 and 369.9 seem to “go up and down” with regard to activity.

Normally UHF comm frequencies are for military aircraft. There are some military aircraft that will use VHF comm frequencies.
So I would say if an airport like ATL doesn't have much military activity then the UHF comm frequencies will be silent except if
the frequencies are paired with a VHF frequency and are setup to transmit simultaneously when the VHF frequency is keyed but
you will hear on the Air Traffic side of the conversation.
