61ZB7 and 1GYM8 are known to UDXF, but only as possibly USA GOV/MIL. 5GZ7D is listed as possibly FEMA. Could not find any reference to HEM or EXD. By all means joins UDXF, there may be updated logs for those calls.

I *think* I saw some 7870 logs that pointed to a FEMA continuity of government exercise just recently...Mike

HEM & EXD are US Army MARS ALE addresses. The other ALE addresses listed are all players on a FEMA network that is separate from their FNARS network. 61ZB7 is a airborne command post aircraft, either a E-4B or a E-6B. This FEMA network is a high-level continuity of government operation.
