Understanding The 70cm Organization

I'm very confused about the 70cm band.

420-450 is listed as the band.

However, I see a lot of wireless equipment, mostly weather sensors, on 433 MHZ.

Most radios don't even cover the whole band, just 430-450, or some, 440-450.

I've read the ARRL band plan, and a lot of other info that I can find, and I've yet to come across any info about it being a shared band, or Hams being secondary users on some portions.

Any more experienced operations care to enlighten me?

It's shared with other users. I think amateur radio is secondary. Where I am in NE Ohio 420 to 430 is used for public safety and commercial users.

Lots of info on the web.
