Looks like a manufacturer-specific opcode (mfrid=0xA4) [Harris] in a TDU Link Control message.

My speculation on that specific message is that its a group regroup bank/plan bitmap, which is pulled back from as far as the Harris (MA/COM) EDACS documentation. I've seen that same message with the FFFF... fill on EDACS, and every Harris P25 system that has active group regroup patches active on it.

I don't have any Phase 1 voice for Harris, so haven't seen the TDULC you have there, but assuming its the same format.

That being said, its not much to gain from this specific message either, the group regroup commands are the ones that have all the good patching/simulselect information in them.

Actually, upon a second look (and just finding the matching sample) that indicator is actually for a Harris Data Channel. That opcode is all over when a data channel grant is activated. All the F's mixed me up, the FFFFFC is actually an FNE address if not mistaken.

I believe I've gotten that when monitoring the Duke Energy Harris system P25 P2 with TDMA CC, or something very similar, thanks for the explanation @lwvmobile
