Uniden 436 Scottsdale

I just got a Uniden 436. IT seems to work but I cannot receive the Scottsdale Fire Department. Has anyone else had this problem? I only seem to receive Phoenix Dispatch. I never hear any dispatch for scottsdale Tempe or other FD. Can someone help me?
