Yes, as long as it's not encrypted and you are in range of the system.

This explains Trunking on your scanner.

Yes, however the only Gilbert PD channel that isn't encrypted is Ch1. They are on the Mesa Simulcast system. You can also monitor the Fire Channels for Gilbert, Mesa, AJ, and Queen Creek as well as Mesa and AJ PD.
