i have a uniden bc796d that im wanting to program for Nebraska SRS.. I live near Edgemont and can hear the Harrison site up here..

what are the custom tables for the 796d by chance ??

You don't need custom tables. Just enter the control channels and the scanner will download the info from the control channel

Some older Unidens can't read the tables sent by certain P25 systems, especially when they are on VHF as this system is, for the most part; however they are listed in the database, in case you need them...
Unless using the sites with 800 MHz frequencies, band plans 5, 6, and 7 will be the only ones needed for the 3 plans available in the 796. I don't understand the offset for band plan 5.

I found that the bandplan will not accept a spacing of 2.5 or 6.25. ARC250 accepts the spacing, but I haven't tried if it will transfer to the scanner.

If it's a P25 system (9600 baud) the scanner will download the band plan. If it's a 3600 baud system using digital voice like south dakota's system then you will need a band plan. I've gotten a 796D to work on the Nebraska SRS without programming a band plan. Once the scanner landed on a control channel the scanner downloaded the info.
