Please Help! I am new to the scanner world. I have purchased a Uniden
BCD396XT from Amazon two weeks ago, and I am still learning how to use it.
I live in the Rankin County Mississippi Area, and I am trying to program
the MSWIN APCO P25 system into my scanner. I'm tring to listen to the
Mississippi Highway Safety Patrol, Mississippi Wildlife and fisheries, and
Mississippi Department of Transportation, or (MDOT). When I use FreeScan
and a Premium Membership to Radio Reference to program that system into my scanner,
FreeScan says there is one error. It will program the channels, and it says
it's receiving, but no audio comes out. The error says that I need to fill
out the APCO P25 band plan page. I went to the MSWIN page and there were
hundereds of frequencies. Please Help Me! My Scanner has the most up to
date Firmware also. I already have two Motorola Type II Smartnet systems in
my scanner, and they work awesome. I just need help, if you could please
fill out the MSWIN APCO P25 band plan page or anything else to help me,
help will greatly apprieciated.
Thanks, Blake Tucker

Answered your PM, but will give the short answer here for others benefit too...
The tables are broadcast on a M96 CC
Site Type - P25 Standard (Digital XT)
APCO Mode - AUTO

Ranklin cty

I was told that the 396xt did not need the apco 25 table programmed. Here is a Ranklin Cty File that may be of assistance. Freescan file. Some of MSWIN is TDMA, so they say but I can not tell what sites are affected. This might be why you are receiving but no audio.

I got the Pearl PD MSWIN Channel to work, but the rest don't work. Could this have to do with the APCO band plan being left empty. If so could someone please give me the infromation to help fill it out on freescan. Also, the pearl pd channel doesn't have an apco plan either. None of the other channels are encripted either.

Thanks for all the help,
Blake Tucker

Programming Error

When I tried to program it, it said "unable to set WX", It also said "no apco band plan avaliable for mswin". Does this mean anything?

Thanks for all the help!

You're welcome. Be sure to set ID Search mode for MSWIN too. There is LOTS of unknowns out there still.

As far as Hinds goes, I don't even think the people that are supposed to know even know anything about what they are going to do. Other than keep themselves in seemingly endless controversy and near scandal.

Both systems already have many subscriber units that are P25 Phase I capable, so when/if the day comes that they merge with MSWIN it will possibly happen about the same as Forrest County. FDMA at first, and then replace FDMA only SUs through natural attrition over the next few years. Also there is no requirement for 6.25 kHz efficiency on 800 MHz at all, yet, but I'm not really sure how that works mixing 800 MHz sites into the 700 MHz landscape. Regardless, it's still quite a while away, if ever, and the XT series will continue to work fine for Rankin and Hinds for a while yet to come.

I have to agree with you on that about Hinds County, you should the prison there, and how run down it is. It seems like everything there is starting to go down the drain, but it is still pretty fun to scan it and hear what is going on there. Anyways, thanks for all of your help!
